Bulandy District

Two major educational projects were implemented in Maqinsk city — the modernization of the school-gymnasium and the B. Sholak Lyceum School. Through the joint efforts of our Foundation, AITAS Holding, and the “Qazaqstan Khalkyna” Foundation, the schools were fully renovated and equipped with modern classrooms and learning spaces.

Project Objectives:​

• Diagnosis of the needs of secondary education institutions in two key areas: teaching and learning processes, as well as school infrastructure.
• Development of a school development plan based on the results of the needs assessment.
• Reducing disparities in education quality across geographic and socio-economic factors by creating equal opportunities for teachers’ professional development and improving schools’ material and technical resources.
• Transforming the school into a sustainable development hub for the rural community and establishing it as a leading reference school for sharing best practices.

Project Budget: ​

Since 2019, the project initiator and sponsor, AITAS Holding, has allocated 1 billion ₸. Since 2022, the project has been implemented jointly with the «Қазақстан халқына» Foundation, with total funding of 20 billion ₸.

Results:

• 108 million ₸ was invested in the school-gymnasium, and 14 educational zones were equipped.
• 250 million ₸ in investments were allocated to B. Sholak School-Lyceum, and 40 classrooms were equipped.
• The upgrades benefited 1,500 students — half of all schoolchildren in the city of Makinsk.
• 133 teachers completed professional development training.
• 65 classrooms were equipped.
• The number of participants and winners in academic Olympiads doubled.

Objective

• Expand access to basic dental services for residents of the district at the district center.

Solution:

• The Foundation supported the opening of the «Dauadent» dental clinic through a grant for the purchase of a complete dental chair unit. The project initiator independently purchased the premises, carried out renovation works, and acquired the necessary equipment using their own funds.

Result:

• A dental clinic was opened in Makinsk, providing essential dental services to local residents. The project strengthened the private healthcare infrastructure of the district center and became an example of supporting local entrepreneurial initiatives.

Objective

• Update the urban planning framework for Maqinsk’s development and establish principles for creating a new city center and public spaces.

Solution:

• A new master plan for the city of Makinsk was developed by Urban Style LLP under the leadership of L. Nysanbayeva, President of the Union of Urban Planners. The project enabled a transition from fragmented urban development to a more comprehensive and integrated approach to planning the district center.

Result:

• The city’s master plan was updated, a new center of Makinsk was planned, and principles for the development of public spaces were established. The project became a fundamental urban planning framework for future spatial development decisions in the district.

Objective

• Improve public safety in Maqinsk city through the installation of a video surveillance system in public spaces.

Solution:

• Video surveillance cameras were installed across the city, with footage transmitted to the district police department’s duty unit. The system was designed to store recordings for up to four weeks.

Result:

• 10 video surveillance cameras were installed in Makinsk. The project strengthened public safety infrastructure and became part of efforts to improve the quality of the urban environment in the district center.

Objective

• Support the development of children’s extracurricular education and creative activities in the Bulandy District.

Solution:

• The Foundation provided grant funding for the purchase of new equipment for the circus arts studio. The equipment was manufactured by professional specialists in accordance with acrobatics and circus arts standards.

Result:

• The studio received the equipment necessary to prepare children for national and international competitions. The project strengthened opportunities for extracurricular education and created better conditions for children in the district to develop their creative abilities and physical skills.

Objective

• Make Maqinsk city more accessible for residents, visitors, entrepreneurs, and local services through digital navigation.

Solution:

• At the initiative of the Foundation, the 2GIS representative office digitized the map of Makinsk and integrated the city into the platform. The map was updated with streets, public transportation routes, and reference information on local commercial facilities.

Result:

• Makinsk was added to the 2GIS platform. The project increased the digital visibility of the district center and improved everyday navigation for residents, businesses, and visitors.

Objective

• Support local small businesses and the development of services in demand within the district and neighboring territories.

Solution:

• The Foundation provided grant support to entrepreneur Kuat Bayanbayev for equipping a furniture manufacturing workshop. The support was aimed at strengthening an already established local business and expanding its production capacity.

Result:

• The entrepreneur expanded the workshop’s capabilities and now supplies furniture not only to the Bulandy District but also to neighboring districts of the Akmola Region. The project became an example of supporting local business development and strengthening the service economy at the district level.

Coverage:Makinsk School-Gymnasium has 1,067 students enrolled and employs 93 teachers.

Objective

• Development of Design and Estimate Documentation for the Capital Renovation of the School-Gymnasium in Maqinsk City

Solution:

• The Foundation financed the development of design and cost estimate documentation to transform the school’s needs into a ready-to-implement infrastructure project that can be reviewed, approved, and funded through public financing mechanisms.
